COURSE OVERVIEW
This comprehensive training course equips safety professionals and organizational leaders with the knowledge and practical skills to develop, draft, and implement effective policies, procedures, and permits that comply with OSHA 1926, OSHA 1910, ANSI, NFPA, ASME, and other relevant standards and industry best practices. Using Bloom’s Taxonomy, participants will progress through 6 levels of learning—remembering, understanding, applying, analyzing, evaluating, and creating—to master occupational safety and health documentation for workplace operations in general industry, construction, maritime, and other specialized industries.
COURSE OBJECTIVES
By the end of this course, participants will:
1. Remember and locate key regulatory and industry standards governing workplace safety and health documentation.
2. Understand and document the purpose, scope, and requirements of various safety policies, procedures, and permits.
3. Apply principles of document drafting to ensure compliance and operational efficiency.
4. Analyze, evaluate, and document workplace hazards and control measures.
5. Evaluate and compare the effectiveness of policies and procedures through audits and reviews.
6. Create and draft customized, compliant policies, procedures, and permits tailored to their organization’s needs.
COURSE OUTLINE
Day 1: Foundations of Policy and Procedure Writing (8 Hours)
• Overview of OSHA 1926, OSHA 1910, ANSI, NFPA, ASME, and other relevant standards
• Identifying the hierarchy of controls and their role in safety documentation
• Key components of effective safety policies and procedures
• Activities: Case study review of non-compliant policies; group discussion on common documentation pitfalls
Day 2: Policy and Procedure Development for Core Safety Topics (8 Hours)
• Confined Space Entry
• Excavation Safety
• Lockout/Tagout (LOTO) Procedures
• Electrical Safety
• Elevated Work (Fall Protection)
• Activities: Drafting sections of policies for confined spaces and excavation safety.
Day 3: Permit Systems and Specialized Topics (8 Hours)
• Permit systems: Purpose, design, and compliance requirements
• Forklift and Powered Industrial Trucks Safety Policies
• Hot Work and Fire Watch Procedures (NFPA Compliance)
• Hazard Communication and Chemical Safety (GHS Alignment)
• Activities: Writing and reviewing sample permits for confined spaces, hot work, and forklifts.
Day 4: Advanced Analysis and Evaluation (8 Hours)
• Auditing and reviewing safety documents for gaps and improvements.
• Using risk assessments and job hazard analyses (JHAs) to inform policy content.
• Incorporating lessons from incident investigations.
• Activities: Evaluating sample policies for compliance and effectiveness.
Day 5: Customization and Implementation (8 Hours)
• Developing tailored documents for industry-specific needs (construction, maritime, general industry).
• Strategies for implementing and communicating new policies.
• Training employees on new policies and procedures.
• Activities: Participants draft a complete safety policy or permit for their organization, followed by peer and instructor feedback.

LEARNING METHODOLOGY
The course employs a blend of:

• Individual assignments for hands-on policy creation
Assessment and Certification
Participants will be assessed through:
1. Daily drafting of policy or procedural sections to reinforce skills learned
2. The final project includes drafting a policy or permit that meets specified standards for a selected topic
Successful participants will receive a Certificate of Completion in Policy and Procedure Writing for Occupational Safety and Health (PPW-OSH) and earn their PPW-OSH Badge, recognizing their proficiency in safety policy and procedure writing.
